Bailey is a federal business developer and capture strategist with over a decade of experience leading complex pursuits across the defense, intel, and civilian sectors. His background combines military precision, private-sector agility, and a deep understanding of the federal contracting landscape.

A U.S. Marine Corps veteran, Bailey brings mission-first discipline and innovation to every engagement. He’s built trusted relationships with senior leaders across the EOP, EOVP, OSD, DOJ, DoS, DoD, GSA, and key Intelligence Community partners.

He’s skilled in designing compliant pricing models, advising on FAR-aligned strategies, and building data-driven solutions that improve readiness and efficiency. His cabinet-level engagement has shaped billion-dollar contracts, and he continues to consult on high-impact federal programs.
Bailey holds a BA from the Virginia Military Institute and is pursuing his MBA at George Mason University. He is a Lean Six Sigma Black Belt, a Certified Business Consultant, Shipley-trained, and a member of APMP—bringing disciplined, industry-standard rigor to every pursuit.
